The laws in Georgia that govern the act of gambling are very strict, probably one of the strictest in the county -- you will not find any kind of casino in the state or a race track for either horse or greyhounds as Georgia law prohibits placing wagers on sporting events.
However, that has not stopped proposals for gaming establishing being presented to the General Assembly; in 2017 two bills were drafted to propose land-based casinos but these failed to gain enough support to warrant a vote, and in 2019 there are plans being discussed that will see the state have its first race track and casino, provided it gains enough momentum.
While you might think that that the entire state is 100% opposed to gambling of any kind, you will still that a state lottery is available with some prizes available that are in the hundreds of millions of dollars. In fact, Georgia is only one of six states in the USA that does not have any form of gambling outside of a state lottery (if you don't count Daily Fantasy Sports).
